Many owners of apartments and rooms periodically ask themselves the question of protecting their property from unforeseen cases. Especially often, the question arises after the news of major fires and gas explosions in residential buildings or natural disasters.
It is impossible to prevent most of these cases, but having an insurance policy can greatly facilitate the process of rebuilding or buying new housing.
The insurance market offers a wide variety of home insurance products, in which there are three main groups:
· Municipal insurance;
· “Box” insurance (express insurance);
· Classic (individual) insurance.

Many Moscow residents drew attention to the fact that in the receipt for payment of housing and communal services there is a checkmark in the column “Voluntary insurance”. But at the same time, few people know what is insured, from what risks, by what amount and how it differs from other products offered by insurance companies.
Municipal insurance is voluntary insurance of residential premises, in which the city government takes part in the compensation of damage caused to residential premises as a result of insured events by paying budgetary subsidies to policyholders in addition to the funds of insurance organizations. In the event of the destruction of a dwelling as a result of an insured event, the city government guarantees to citizens registered in it at the place of residence the provision of housing (in accordance with the standards applicable in the city) in exchange for the insured.
Under this type of insurance, the insured are the structural elements of the living space (walls, internal partitions, floors, balcony or loggia), interior decoration, engineering equipment and internal communications related to the living space (plumbing, heating, sewage, gas, ventilation and power supply).
The insurance contract can be concluded by a simplified procedure (bearer insurance contract concluded using payment documents for the payment of housing and communal services) or individually at the office of the insurance company.
In Moscow, the cost of the policy is 19.44 rubles per year per square meter of insured property, taking into account the established insurance value of 36.3 thousand rubles per square meter of the total area of the premises. The insurance amount is set at 85% of the insured value, that is, the insurer will pay 85% of the amount of loss, and the Moscow government will compensate 15%. The client has the opportunity to increase the size of the insurance value to 54.45 thousand rubles per square meter, but the insurance premium will be calculated based on 32.64 rubles per square meter. To do this, the client must contact the insurance company serving his district, with the appropriate statement. At the same time, the liability of the insurance organization increases from 85% to 95%. In case of loss, insurance compensation is calculated using a special method, approved by the city government, taking into account the specific gravity of the cost of the damaged element and the specific gravity of the site of the structural element requiring replacement, in the entire volume of this structure. According to this methodology, approximately 60% of the cost is allocated to structural elements, 40% to interior decoration and engineering equipment, which are highly detailed for various constituent elements.
Based on successful practice in Moscow, the Russian government has developed a bill to amend legislative acts in order to implement similar municipal insurance programs in all constituent entities of the Federation. Currently, in the regions, preferential insurance is carried out by insurance companies according to a similar scheme, but without the support of regional authorities.
Municipal insurance policy provides protection against risks:
· Fire (exposure to flame, smoke, high temperature), as well as actions to eliminate it;
· Explosion for any reason (excluding a terrorist act);
· Accidents of heating systems, water supply, sewerage, as well as internal drains (including the places where the water inlet funnels are connected to the roof);
· Strong wind (over 20 m / s), hurricane, tornado, flurry, as well as the accompanying precipitation.
The advantage of this type of insurance is the convenience of registration: I paid for housing and communal services including insurance – and the apartment is insured. But there are a number of minuses: a minimum set of risks is covered, a small amount of insurance compensation, the lack of coverage of risks associated with the death or destruction of your personal property (household appliances, furniture, etc.), the lack of coverage of civil liability insurance risks to neighbors.
For example, municipal insurance does not cover the risks associated with flooding as a result of breakdown (breakdown, rupture) of the element connecting the washing machine to the pipelines. (Or if you, due to unintentional negligence, poured over neighbors who did not have insurance, you will have to pay for repairs from neighbors.) Therefore, many insurance companies offer to issue property insurance policies not within the municipal program, but within the framework of the commercial one.
Boxed insurance (express insurance)
For the convenience of customers, many insurance companies have developed the so-called express insurance, or “boxed” products. With minimal labor costs, the client receives a wider insurance coverage compared to municipal insurance.
Depending on the selected proposal, the policy may include risks: accident of engineering systems in the part of permanently installed and connected technical equipment and household appliances (washing and dishwashers, water purification filters, etc.), water penetration from neighboring ( of other people’s) premises, natural disasters (earthquake, lightning strike, flood, flooding, landslide, etc.), theft, robbery, robbery, other unlawful actions of third parties (including a terrorist act), the fall of flying objects or cloud Cove from them; hitting vehicles, falling trees and other objects.
As a rule, the objects of insurance for “boxed” products are structural elements, interior decoration and engineering equipment, movable property, you can also insure liability to neighbors when operating the apartment. Unlike municipal insurance, when applying for this policy, the client sees what and for what amount he insures. The insurance amount for each type of insurance can be specified in the policy in rubles (for example: interior decoration – 500 thousand rubles, civil liability to third parties – 500 thousand rubles, etc.) or can be indicated as a percentage of the total amount (for example: structural elements – 70%, interior decoration – 20%, movable property – 10%). Some “boxed” programs contain a condition implying the consequences of incomplete property insurance – a proportional payment. The insurance rates of such policies exceed the rates of the usual classic property insurance and municipal insurance programs, but the ease of registration with good insurance coverage is an obvious convenience. Classic (individual) insurance
For those clients who have time and wish to independently choose the necessary risks and insurance amounts, the companies offer individual classic property insurance. Unlike the “boxed” insurance, in which the risk package is already enclosed, under the individual program, the client can refuse some of the risks that he considers unnecessary and include an additional extension on risks. For example, to insure damage resulting from water leakage due to breakdowns of washing machines, dishwashers, or penetration of rainfall through the roof, attics, panel joints or openings resulting from dilapidation or construction defects, or risks associated with property damage resulting from a fire that occurred due to a voltage drop in the power supply network, a power outage or a short circuit.
In case of individual insurance, the client needs to fill out an application, provide a real estate appraisal report or technical documentation, or perform an inspection (depending on the requirements of the insurance company). This method of property insurance is the most labor-intensive, but at the same time, the client receives a personally selected offer from the insurance company, taking into account all his wishes. The cost of insurance will be calculated individually based on the technical characteristics of the insurance objects, the required insurance amount, the included risks, the presence / absence of a deductible, and the conditions for the payment of insurance compensation.
